Note: if you are having problems editing the scenarios.txt file to add scenarios to P4E4, and are using Windows Vista or 7, check permissions on the scenarios.txt file (in the Windows File Explorer, right-click on the relevant folder or file and select Properties). Make sure permissions are set to allow you to edit the file.
